Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Mrs. Elena Čermáková, Labour Office Czech Republic Local Office in Jablonec nad Nisou Mr. Gerard Griffin – Department of Education and Skills, National Co-ordination Unit for Youthreach/VTOS, Ireland Final Conference in Wroclaw June 25, 2013 Prezentacja informacji o realizacji projektu • Urząd Pracy w Jablonecu nad Nisou (republika Czeska) jako koordynator we współpracy z pozostałymi partnerami złożył projekt pod nazwą „Rozwijanie możliwości zatrudnienia na rynku pracy dla społeczności zmarginalizowanych”. • Decyzja o realizacji tego projektu oparta była na informacjach płynacych z europejskiego z rynku pracy mówiących o złej sytuacji w kwestii zatrudnienia, wysokich wskaźnikach bezrobocia. Projekt miał przyczynić się do poprawy obecnej sytuacji w poszczególnych krajach partnerskich. • Celem projektu była wymiana modeli najlepszych praktyk, które zostały opracowane w poszczególnych krajach partnerskich przez organizacje wspierające społeczności zmarginalizowane, które to mają trudności z dostępem otwartego rynku pracy i zatrudnienia a także często niewielki udział w rynku edukacji i szkoleń. Poszczeghólni Partnerzy projektu byli odpowiedzialny za całość spotkania, to znaczy za zabezpieczenie miejsca, prelegentów, dokumentowanie sprzebiegu spotkania, organizowaniem wizyt studyjnych w lokalnych instytucjach, organizacjach czy centrach, aby pokazać w praktyce omawiany podczas konferencji temat. Kluczowe tematy poruszane podczas seminariów, konferencji w krajach partnerskich były następujące: 1) Przedwcześnie opuszczający system edukacji. 2) Dostęp spełeczności mniejszościowych do usług rynku pracy. 3) Dostęp długotrawle bezrobotnych do usług rynku pracy. 4) Programy edukacyjne dla osób bezrobotnych i związane z nimi standardy jakości usług. 5) Practice firms i inne działania i przedsiębiorczośc młodyh ludzi. wspierające start na rynku pracy Presentation for Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Partners Labour Office CZ - contact office Jablonec nad Nisou The Labour Office CZ is a state funded unit responsible for employment, mediation of jobs for applicants, improvement of counselling and educational services, supporting the creation of new jobs, projects supported by EU, state social support benefits etc. EDUCA - vzdělávací centrum, s.r.o. EDUCA – vzdělávací centrum is a small private school based and functioning in the field of lifelong adult education provision. Educa prepares and organizes training in various skills: languages, IT, accountancy and taxes, soft-skills etc. Presentation for Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Partners Co Clare VEC (County Clare Vocational Education Committee) Professional Education Committee (VEC) is the governing body of the regional education, which mainly provides vocational education and adult and futher education in the Republic of Ireland. Co. Clare VEC operates in County Clare in the west of Ireland. The Lower Silesian Regional Labour Office Dolnośląski Wojewódzki Urząd Pracy (DWUP) is an organisational unit of the self-governmental administration. Its role is to analyse the labour market, realise the activities co-financed from the ESF, EURES services, to provide vocational counselling, life-long learning activities and specific employment opportunities in the labour market. It provides training in the province of Trabzon in Eastern Turkey, where it operates five professional training centers and 13 national training centers. Presentation for Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Aim of project • The aim of the project was to find new ways of working with people who are marginalised from society and not engaged in the workforce or in education and training programmes provided in the partnership countries. The project focused on key managers working with the organisations involved in the partnership and as a result of the learning in the project is to share the best practice that will impact on adults and young people from marginalised communities who engage with the services available in the participating organisations. The project has addressed the following: • Working with minorities (Roma community, Travellers in Ireland). • Increasing the knowledge of the participants especially the managers of human resource sections of the organisations involved in the partnership in relation to working with marginalised communities. Presentation for Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Objectives • Enable the key managers to exchange experiences on aspects of the labour market and the European system of education operating in the partnership countries. • Examination of career counselling and general educational guidance for those students of marginalised backgrounds was key to the project. • The outcomes of the project will impact on policy developments within education and training programmes/institutions for people who are marginalised from society. • The approach that was adopted in the project was be through lectures, general discussion, groupwork,workshops, exploration and visits to centres projects that engage with members of marginalised communities. The seminars/conferences were experiential in nature and provided not only a theoretical framework for key managers in their work in their own organisation but also many practical ideas and experience. Long Term Unemployed. 6 10 – 12 June 2012 Wałbrzych, (Poland) Actions developed for long–term unemployed and people at risk of marginalization, Prevention early school leaving 7 24 – 26 October Ennis (Ireland) 2012 8 1 – 5 December Educational Programmes for the Unemployed and issues concerning quality of Liberec (Czech Republic) 2012 education 9 26 – 30 January Trabzon (Turkey) 2013 Vocational Guidance and Practice Firms Method. 10 13 – 17 April 2013 Dublin (Ireland) Support marginalised communities, having poor participation in education and training programmes. 11 23 – 25 June 2013 Wrocław (Poland) Final Conference Long Term Unemployment Support available for unemployed, ESOL programme, University of Limerick - Access Programme, Youthreach Presentation for Lifelong Learning Programme LdV – Partnership Project “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Outcomes of Project for Ireland • Clear concrete data collated on the themes during the project • Greater Interagency connectivity between the different programmes services within the organisation • Greater communication between personnel within the organisation • Greater level of awareness of the cross cutting issues on the different themes by key people within the organisation • Opportunity to network for staff at European level • Another opportunity to see examples of good practice in relation to the themes of the project Irish Context for Project: Role of VET in Ireland • Backdrop of short and medium term education and training policy objectives and drivers of changing skills needs within enterprise, including: • The National Skills Strategy (NSS) vision for 2020 that 48 percent of the labour force will have NFQ level qualifications at 6-10, 45 percent of the labour force will be at NFQ levels 4/5 and the remaining 7 percent will be at NFQ levels 3 and below. • A major strand in achieving the NSS vision is to upskill at least 500,000 people within the labour force (employed and unemployed). Of this 330,000 people are targeted for upskilling below levels 4/5. • The current high unemployment challenge, particularly increasing long term unemployment and responding to structural shifts in the economy such as the increasing role of services and the implications of the collapse in the construction sector for future skills needs. Current Context: Role of VET • Cyclical challenge of the current recession - the overrepresentation of young people among the unemployed and the difficulties in opening up labour market opportunities for them. • Longer term structural challenge of tackling early school leaving. • Changing skills needs within enterprises, including those impacted by factors such as – technological changes; – minimum qualifications requirements introduced through regulation or industry standards and; – increasing skills requirements within occupations, even those considered relatively low skilled. • The need to provide more flexible and diverse forms of provision that enhance access and the learning experience for the individual, in addition to being current and relevant to enterprise needs. Recurring Themes in Adult Education & Training Environment in Ireland • Urgent need for reform of traditional education / training systems, institutions and work practices • Need for development of a coherent & integrated VET system within an integrated National Lifelong Learning System & Infrastructure • The bedrock of an effective Adult Education system is the capability of its personnel:- leaders & policy-makers who understand the requirements of future-oriented VET and professional, qualified teachers & trainers. • Emerging technologies must be utilised within all strands of the system – for communication, collaboration, teaching & learning Many thanks for your attention and patience .
