LETTER OF INTENT
to create synergies and contribute to the development of bioeconomy
signed by Lodzkie Region, Lubelskie Region, Małopolska Region, Mazowieckie Voivodeship,
Opole Voivodeship, Pomeranian Voivodeship, Wielkopolska Region, West Pomeranian
Voivodeship and the Bio-Based Industries Joint Undertaking and Bio-Based Industry
Consortium
Taking into account the involvement in activities in the area of bioeconomy, the Parties decide to
establish a close collaboration aimed at strengthening of their potential, creating synergies, sharing
experiences and achieving mutual benefits in joint actions.
The Lodzkie Region, Lubelskie Region, Małopolska Region, Mazowieckie Voivodeship, Opole
Voivodeship, Pomeranian Voivodeship Wielkopolska Region and West Pomeranian Voivodeship
have placed innovation and competitiveness at the heart of their economic development policies,
what is reflected in their Regional Strategies. Moreover, the above mentioned Voivodeships have
selected elements of bioeconomy as their smart regional specializations (RIS3) and are responsible
for dissemination of a significant budget of structural and innovation funds (ESIF) oriented on
innovations related to RIS3 specializations. It means that in existing areas of synergy, the
considerable part of the budget may be spent on bioeconomy development.
This is in line with the objectives of the Bio-Based Industries Joint Undertaking and Bio-based
Industry Consortium which aim at development of sustainable and competitive bio-based
industries in Europe and, as it is defined in the Council Regulation 560/2014, and bridging the
research and innovation gaps within EU by promoting synergies with the European Structural and
Investment Funds (ESIF).

10) West Pomeranian Voivodeship, represented by the Marshal of the West Pomeranian
Voivodeship.
Are determined to establish an active cooperation framework with consideration to their respective
legislation and have agreed to work together for the identification of common priorities, strategies,
and areas of potential synergies between their funding instruments and political framework. In
particular:
 The Parties declare willingness to exchange information and identify potential synergies;
 The Parties will consider outreach actions, workshops and info days to promote scientific
collaboration within BBI JU and H2020 and to support development of new partnerships in the
bioeconomy area;
 The Regions declare willingness to promote collaboration aimed at increase of participation of
industry in the BBI JU and will consider launching of “stairway to excellence” actions easing the
way for industry and research units to actively participate in BBI JU;
The Parties will ensure the protection of any sensitive data indicated as confidential related to the
Parties or the participants.
The present Letter of Intent has no financial consequences to any of Parties.
